Here is another verse in the Proverbs that is difficult to explain.
"A gift in secret pacifies and turns away anger, and a bribe in the lap, strong wrath." Proverbs 21:14, Amplified
To be truthfully honest, I do not know how to go about explaining this verse. It seems as though this verse is actually encouraging bribes. As I stated before, the Bible seems not to dissuade anyone from bribing; in other words, it is neither condoned nor encouraged nor discouraged.
Anyone can verify, however, that gifts to calm angry hearts and that a bribe may definitely go a long way.
